Rosanne Richeal is the Founder of the Richeal Group and a trauma-informed executive coach, leadership strategist, and author dedicated to helping organizations build resilient, ethical, and high-performing cultures. A retired Chief Deputy from a large Northern California law enforcement organization, Rosanne also served as the first female Chief of Police for the City of Rancho Cordova and holds the distinction of being the first female motorcycle sergeant in her sheriff’s department. Her career spans nearly four decades in law enforcement and emergency medical services.
As a Senior Consultant with the National Command & Staff College and the Institute for Creditable Leadership Development, she is a certified speaker, trainer, and leadership coach with the John Maxwell Team, and a certified Positive Intelligence coach. An accomplished author, Rosanne has written several books focused on leadership development and personal growth, including Trauma-Informed Leadership, Priming Organizational Wellness, ResurgentU – Today’s the Day, Your Mindful Journal, Landing a Promotion, and Ascending the Ranks.
Throughout her career, Rosanne held a wide range of operational and command assignments, including patrol, corrections, airport security, problem-oriented policing, street crimes, emergency management, K-9, traffic, and employee relations. She has led and coordinated large-scale law enforcement security events and complex operations, providing her with deep insight into leadership under pressure and organizational dynamics in high-risk environments.
Rosanne holds a master’s degree in Counseling Psychology with an emphasis in marriage and family therapy (MFT) and trauma-informed care, a bachelor’s degree in Criminal Justice Management, and is a graduate of the LAPD West Point Leadership Program. Nancy Bohl-Penrod, Ph.D. holds a Ph.D. in Clinical Psychology and a master’s degree in counseling/Education. She is the Founder and the past Director of The Counseling Team International (TCTI). She is a member of the American Association of Suicidology (AAS) and a certified Master Trainer for the QPR Institute focusing on Suicide Prevention and Intervention for first responders. She is also a certified trainer for the International Critical Incident Stress Foundation (ICISF), ICEMA for Emergency Medical Technicians (EMT), California Peace Officer and Standard in Training (POST) and Standards and Training for Corrections (STC). She is an adjunct professor in the Criminal Justice Departments for Riverside Community College and for the San Bernardino Valley Community College. Nancy also teaches for California State University Long Beach (CSULB) as a adjunct faculty member in their Criminal Justice Department. She has been a guest speaker for the Federal Law Enforcement Training Center (FLETC), the Bureau of Indian Affairs (BIA), Federal Bureau of Investigation (FBI), California Highway Patrol (CHP) Academies and she was honored to present at the United Nations to their Security Police. She is one of the past Presidents of the International Association of Chiefs of Police (IACP) Psychological Services Section and Vice President of the National Sheriffs Association Psychological Services Section. (NSA). Nancy is one of the founders of the Public Safety Peer Support Association (PSPSA).
Dr. Bohl-Penrod is certified in EMDR (Eye Movement Desensitization and Reprocessing), which is a technique she uses to help trauma survivors She attended the FBI’s basic and advanced Hostage Negotiators courses to become a trained Hostage negotiator (CNT). She is known for her 5 day peer support and Critical Incident Stress Management training that has been taught to over 12,000 first responders throughout the United States and Canada, Peer supporters from all over the nation attend the course, so they may help their fellow co-workers. She believes in the “Helping Triad” and how important it is to provide peer support and Chaplains in addition to Clinicians to those that are impacted by their work. Nancy’s personal experience (her husband 38 years law enforcement), over the years, has allowed her to develop a personal approach to helping first responder families by providing “Significant Other Survival” (SOS) training and the importance of Wellness, Well-being and Behavioral Health. Her passion for First Responder families comes from attending the Police Memorial in Washington DC for the past 34 years to help those survivors who lost a loved one in the line of duty.
Nancy has responded to more than 1,000 critical incidents in her career. Many of her responses have been to shootings. She started a retreat for those officers involved in shootings, which has been on going for the past 31 years. She has research on 3,500 police officers that were in involved in on duty shootings. . Some of the major incidents she has responded to, are the ATF incident in Waco, Texas, the TWA Flight 800 disaster in Long Island, New York, the LA Riots, the Typhoon disaster in Guam, hurricane Andrew, the Alaska Air Disaster in Los Angeles, the Oklahoma City Bombing and the ATF Unabomber case. She led a team of Mental Health Professionals in assisting those severely impacted by the Terrorist Attacks in New York. While in New York she was sent by the FBI to the Pentagon to provide her services. She responded to the California Wildfires of 2003, and assisted the U.S. Forest Service in the loss of Engine 57 firefighters in the Esperanza Fire of 2006.Dr. Bohl-Penrod services were used for the Big Bear Manhunt (Dorner Case), the Los Angeles International Airport TSA shooting, Seal Beach Beauty Salon shooting, the Columbine school shooting, She also helped first responders with the San Bernardino Terrorist Attack at the Inland Regional Center, the Las Vegas 91 Harvest Shooting, the California Tubbs and Thomas wildfires, the Santa Barbara County mudslides, the Yountville Pathway Veteran Home shooting, the Borderline Bar shooting in Thousand oaks, California, and the Conception Boat Fire in Santa Barbara

Matthew Werner, Special Warfare Combatant Crewman (SWCC), U.S. Navy (Ret.),

A few years ago, Dr. Springer became interested in how equally powerful partners form lifelong relationships. She organized and conducted The Lifestyle Poll, a survey of over 1200 well-educated women. Results showed a strikingly low divorce rate in this sample – less than 6% had divorced despite relationships averaging over seven years in length. (According to census data, the majority of couples who divorce do so within seven years). Moreover, despite acknowledging a variety of struggles and problems, her sample reported very high levels of relationship satisfaction overall. Richard T. Sanchez is a seasoned law enforcement professional with an exceptional career in law enforcement, investigations, and security. With over 21 years of service in the Drug Enforcement Administration (DEA), Mr. Sanchez retired as the Assistant Special Agent in Charge (ASAC) of the DEA's Europe Division. During his distinguished tenure, he played a pivotal role in forging and leading strategic partnerships between U.S. and international law enforcement and intelligence agencies, significantly enhancing collaboration and
disrupting some of the world’s most powerful criminal organizations.
Matt Bloesch served 26 years in law enforcement in the San Francisco Bay Area, retiring in 2025 at the rank of Captain. He served many assignments throughout his career, including Field Training Officer, Violent Crime Suppression Unit, Gang Unit Supervisor, Motorcycle Sergeant, Investigations Division Commander, Crisis Negotiations Team Commander, and Operations Bureau Captain. His most rewarding assignment was as a member of the Peer Support Team, an assignment he served in for over 12 years.
Matt's greatest accomplishment was having his family intact upon retirement. He is married with two adult children. His days in retirement are spent camping, mountain biking, and traveling the country.
With more than three decades of distinguished service in law enforcement, Thomas J. Meola has built a career defined by leadership, innovation, and a commitment to public safety. Beginning in 1994 with the Nebraska State Patrol, he progressed through a wide range of operational, investigative, and supervisory roles, gaining experience that spans patrol operations, specialized enforcement, counterterrorism, cybercrime, and federal task force leadership.
Early in his career, he served in both commercial vehicle enforcement and traffic operations before being selected as a K9 handler, where he became a long-standing member of Troop A’s SWAT team. Over 13 years on the team, he advanced to Assistant Team Leader and helped lead a significant organizational transition, overseeing the consolidation of the state’s SWAT structure from five teams to a more efficient three-team model. During this period, he also coordinated defensive tactics training, earning multiple instructor certifications and overseeing advanced officer safety and use-of-force programs.
Education and Professional Development
Thomas Meola holds a Bachelor of Science degree in Criminal Justice from the University of Nebraska at Omaha and a Master of Arts degree from the State University of New York at Albany. His academic background provided a strong foundation in criminal justice theory, policy, and organizational leadership, complementing his extensive operational experience and supporting his progression into complex investigative and supervisory roles.
He later transitioned into criminal investigations and was appointed as a Task Force Officer with the FBI’s Joint Terrorism Task Force. In that role, he participated in long-term counterterrorism operations and played a leadership role in correctional intelligence initiatives focused on identifying and mitigating emerging threats.
Promoted to Sergeant within the Investigative Division, he supervised investigators assigned to federal cybercrime task forces and spearheaded innovative technology-driven initiatives. Most notably, he led the development of a large-scale virtualization project designed to identify individuals involved in the distribution of child exploitation material. This groundbreaking effort generated thousands of investigative leads nationwide and contributed to numerous arrests.
His leadership later extended to complex narcotics and criminal interdiction operations, where he supervised investigators assigned to commercial interdiction and violent crime task forces. Through collaboration with private-sector technology partners (Palantir) and federal agencies, he helped modernize intelligence-driven enforcement practices, significantly enhancing operational effectiveness.
These efforts ultimately led to the adoption of the unit as a DEA Task Force, where he was appointed Group Supervisor for an Omaha-based task force group. Across every assignment, his career reflects a consistent focus on innovation, interagency collaboration, and mission-driven leadership in service of public safety.
Drawing on decades of frontline, investigative, and executive leadership experience, Thomas J.
