Joe Muñoz

Director of Public Safety Partnerships

Joe Muñoz retired from the Texas School Safety Center in January 2026 after a distinguished career in law enforcement, school safety, and public service. He began in 1977 with the Kingsville Police Department, later serving with El Campo PD before spending 30 years with the Austin Police Department. There, he held key roles including Public Information Officer and Supervisor of Community Relations, with 12 years dedicated to school-based policing. He earned Officer of the Year honors and received more than 140 commendations for exemplary service.

At the Texas School Safety Center, Joe led the development and oversight of major training initiatives while supervising staff and instructors. Beyond law enforcement, he served 10 years on the Hays CISD Board of Trustees and was recognized as a Texas School Board Master Trustee. He is also a graduate of Leadership Austin, Leadership TASB, and the West Point Leadership Academy.
